International Short Film Competition

Sound & Image Challenge International Festival – SHORTS awards the best short films in the categories of FICTION, DOCUMENTARY, and ANIMATION worldwide, motivating local productions and encouraging overseas productions to compete in Macau. It is aimed at professionals in the field of audio-visual as well as novice entering the industry.

Regulation

  1. INTRODUCTION
    1. Sound & Image Challenge International Festival (“FESTIVAL”) – SHORTS awards the best short films in the categories of FICTION, DOCUMENTARY, and ANIMATION worldwide. The Festival aims to motivate local and overseas productions to COMPETE in Macau.
  2. IMPORTANT DATES AND VENUE
    1. The submission period is from 16 March to 16 June 2019. Unless an extension is announced by the Organiser, no entries will be accepted after this date. 
    2. All shortlist will be screened to the public at Dom Pedro VTheatreand voted for the “Audience Choice” award from 3 to 10 December 2019 during the FESTIVAL.
  3. ENTRY TERMS
    1. SHORTS is open to anyone of any nationality and age.
    2. The competition is open to short films completed between 1 January 2018 and 16 June 2019. Films shortlisted in previous editions of the FESTIVAL will not be admitted.
    3. Each film submitted implies the filling and signing of one SHORTS submission form, downloadable on the FESTIVAL’s website (except those submitted through online platforms).
    4. Competitors incorporating into their own film any audio or visual material legally owned or copyrighted by a third party has to attach a proof of authorisation from the third party. 
    5. Third party material, copyrighted or not, must be cited clearly during the on-screen credits sequence of the submitted film.
    6. No entry fees.
    7. Entering a film into this FESTIVAL implies the acceptance of these regulations.
  4. SUBMISSIONS
    1. The Organiser only accepts films in the following categories: FICTION, DOCUMENTARY, ANIMATION.
    2. The film must be submitted by either its Director or Producer or by a representative appointed by the Director or Producer.
    3. SHORTS only accepts ONE film by the same director(s) in FICTION, DOCUMENTARY, and ANIMATION.
    4. Each film can have, including intro and credits, a maximum of 30 minutes in length for Fiction and Documentary and 15minutes for Animation.
    5. All films submitted must either be in English or have English subtitles (either hardcoded or with a separate file in either of the following formats: SRT, WebVTT, DFXP/TTML; no dialogue list).
    6. For pre-selection purposes, submitted files need to be with the following minimum quality optimised for streaming:
      • Video File: QuickTime or mp4
      • Resolution: 1280 x 720
      • Frame Rate: 24, 25 or 30fps
      • Codecs: H.264 with AAC
    7. Downloadable video files and other submission items must be sent by using one of the following methods: 
      • By using one of the films Online submission platforms listed on the FESTIVAL’s website.
      • By e-mail to shorts@soundandimagechallenge.comin combination with a web-based file transfer platform (eg. ©Dropbox, ©WeTransfer) and/or file hosting service (e.g. ©Vimeo, password-protected (preferred) – ©YouTube (not preferred)).
      • By post to CREATIVE MACAU– P.O. BOX 759, MACAU. Parcels must arrive at the mailbox by 16th June 2019. 
    8. The following items must be submitted and composed in ENGLISH with each entry:
      • for online platforms: Complete the fields in the systems, minimum information includes
        • Category;
        • Film title;
        • Duration;
        • Synopsis [max 40 words];
        • Credits;
        • Director’s Biography [max 40 words];
        • Video file.
      • for submission by email or post:
        • SHORTS submission form properly filled in capital letters and signed (PDF format);
        • Synopsis (max 40 words – PDF format);
        • Credits (PDF format);
        • Director’s Biography [40max words] (PDF format);
        • Video file.
    9. The submitted film should correspond to the SYNOPSIS and SHORTS SUBMISSION FORM.
    10. Failure to comply or provide any of the above requirements and documents will result in disqualification and the possible refusal of entry to the competition.
  5. OFFICIAL SELECTION
    1. The Organiser will notify ONLY the shortlist by email by 10 August 2019.
    2. Directors / Producers / Representatives of the shortlisted films must submit, within 2 weeks after being notified, an ENGLISH subtitle file and a clean HQ version of the video in the following format:
      • Video File: QuickTime or mp4
      • Resolution: 1920 × 1080
      • Frame Rate: 24 fps
      • Codecs: H.264 with AAC
      • Note: If competitors submit files with other technical specifications, approval should be obtained from the Organiser.
    3. Competitors failing to submit the final version by the designated deadline will be automatically excluded from the competition.
    4. The shortlisted films, with a valid final version in accordance with paragraph 5.2 of the Regulation, will be included as part of the cultural program of the FESTIVAL from 3rdto 10th December 2019.
    5. Submitted films not in the shortlist might be included in the “Expanded Cinema” program of the Festival.
    6. The Organization will not pay any screening rights fees for public exhibition of the submitted films.
  6. JURY AND AWARDS
    1. The juries are responsible for the selection process.
    2. The shortlisted films, resulting from the pre-selection of FICTION, DOCUMENTARY, ANIMATION (including those qualified for “Best Local Entry” and “Macau Cultural Identity”), will be judged by the Grand Jury.
    3. The Grand Jury Panel is composed of international experts to judge and decide on the winner of each of the following awards:
      • Best Fiction – MOP10,000
      • Best Documentary – MOP10,000
      • Best Animation – MOP10,000
      • Best Film of the FESTIVAL – MOP20,000
      • Best Local Entry – MOP10,000
      • Macau Cultural Identity – MOP10,000
    4. Winner of the “Best Local Entry” MUST hold a valid Macau Resident ID Card (BIR – permanent or temporary) or Macau Working Permit (“TI/TNR” or as known as “Blue Card”).
    5. If there is no winner for “Best Local Entry”, the sponsor will revert the prize value towards audio-visual training organised by CREATIVE MACAU for local competitors of the FESTIVAL.
    6. During the public screenings at the FESTIVAL, the audience will vote for the winner of:
      • Audience Choice – MOP4,000
    7. Other Jury composed of international experts, will decide on the winner of the following prestigious awards:
      • Best Director
      • Best Cinematography
      • Best Editing
      • Best Music
      • Best Sound Design
      • Best Visual Effects
    8. Each winner will receive a Trophy and a Certificate.
    9. The Grand Jury and/or the Organiser can also recognise any film with a special award.
    10. There will be no appeal to the decision made by the Jury and the Organisation.
  7. PROMOTION
    1. All entries in the competition may be presented to the mass media and be edited in the promotional videos (up to a maximum of 10% of the total duration of the work), exclusively for the promotion of the FESTIVAL.
    2. After the FESTIVAL, the shortlisted films may be screened in the FESTIVAL’s extensions in Macau and overseas film festivals, prior to the consent of the director/producer.
  8. GENERAL TERMS
    1. The medium (HDDs, USBs, DVDs, etc.) submitted will not be returned.
    2. Only original films are admitted for selection. Considering all legal issues, each competitor assumes full responsibility for the works admitted in the competition. The Organiser will decline any sort of responsibility regarding authorship issues.
    3. The Organiser reserves the right to consider and decide on any matter omitted in these Regulations.
    4. Winners receiving cash prizes requesting a bank transfer and/or a payment in a foreign currency (other than MOP) are fully responsible for any taxes or fees applied by the bank during transfer.
    5. In case of doubt or discrepancy, the Portuguese version of this Regulation shall prevail.
